This is Texas Police Officer Richard McCain. Officer McCain has the dubious distinction of taking a tazer to a 72-year old gandmother, Kathryn Winkfein, who refused to sign a speeding ticket for doing 60 mph in a 45 mph zone. McCain says he was justified because Ms. Winkfein used profanity at him and "got violent" so he used the tazer to defend himself. Ms. Winkfein denies these allegations. Oh, and by the way, this is the second time a Texas police officer has tazed an elderly citizen for refusal to sign a speeding ticket.
