Georgia State Representative Bobby Franklin has sponsored a bill called the “Right To Travel Act” that would eliminate the driver’s licensing process in the state, since Franklin feels that licensing infringes on an individual’s “constitutional right to travel on the roads and highways”. Franklin believes that licensing represented “oppressive times” and that the “restrictions of a license requires the surrender of an inalienable right”.
