Thousands of pairs of shoes were dumped on a Miami expressway. No one knows who did it, but, it has taken a front-loader and dump truck just to clear one lane. The Highway Patrol does not want to send them to the dump. Rather, it is looking for someone to take them.

Who's going to foot the bill for this clean-up?
