Hard Economic Times: Cities Cut State Out Of Speeding Tickets

The Truth About Cars reports that some California municipalities and local jurisdictions, including Newman, Riverbank and Corona, are issuing $150 speeding tickets under a city ordinance governing disobedience to a speed limit sign and not the California Vehicle Code. This means the citations will not carry license points since they will not go through the state Department of Motor Vehicles. On the other hand, it appears to be an effort by the local authorities to circumvent state law procedures that mandate a split of the revenue for each state code violation ticket between the state, county, municipality and the court system. Issuance of the tickets under a local ordinance cuts the State out of its share of the violation revenue and results in a lower ticket amount to the driver.
