A "possibly" hacked digital construction sign. This time on East College Avenue by the Penn State Campus. The sign displayed “Stay Safe PA” followed by “Check for Smegma”. Sound like a college prank to us. However, the term "smegma," according to Cory Miller, executive director of the University Area Joint Authority, “also has a meaning for highway conditions, when it first starts raining, there is that oil sheen on the surface of the road. That is a term used.” We say it's a prank.
